  1. CYCU Chang Ching Yu Memorial Library (hereafter referred as “the Library”) formulates the Guideline in order to effectively use funding resources for journals, support academic research, and optimize the effectiveness.
  2. In the process of selecting journals, Library will not only focus on the domestic accessibility, but also consider the importance of journals and breadth of use on campus.
    When referred to “the importance of journal”, it takes the followings as a reference: whether journal is cited by the Internationally recognized JCR (Journal Citation Reports) or other relevant and important indicators.
    When referred to “breadth of use on campus”, it takes into account the number of on-campus users of the journal—multi-disciplined professionals preferred.
  3. Based on long-term commitment to library consortia, Library will Maintain journal renewal on a long term basis in order to accumulate knowledge resources as well as to create long-term benefit.
  4. Electronic format is considered as top priority for new journal subscriptions.
  5. Issue on subscription and renewal of professional journals should be discussed in departmental affairs council and priority order should be listed before they are submitted to Library. The Library may, according to Article 6, make a suggestion list of subscriptions being cancelled.
  6. Deletion criteria:
    (1) Low annual usage rate and not cost-effective
    (2) Annual subscription fee increase has impact on annual budget
    (3) Can be replaced by other resources
    (4) Serious publication delay which affects usability
  7. Guidelines go into effect when passed/revised by Library Committee Meeting and approved by the President.
